In 2023, the Just Transition Platform (JTP) launched JTPeers Exchange, a peer-to-peer programme to
facilitate in-person and online exchanges between practitioners from different Just Transition Fund
(JTF) regions and JTPeers Experts to support the implementation of their Territorial Just Transition
Plans (TJTP).  The programme offers the opportunity to mutually explore experienced challenges,
collectively identify potential solutions and pathways forward and to learn from each other’s
experiences.
Seven matches between 12 JTF regions and 4 experts were set up, with topics varying between
stakeholder engagement, energy communities, green economic diversification, land restoration,
post-mining landscape, multi-level governance, and just transition observatories. In two workshops, participants from the Regional public authority from Gotland, and Konstantina Togaridou an expert from Western Macedonia in Greece will discuss effective strategies to enhance multi- level governance cooperation for regional development.
Region Gotland plays a key role in Gotland's regional development. They have supported the Swedish Agency for Economic and Regional Growth in the preparation of the TJTP (a regional development plan) by providing data, analysis and contacts. RG's role is also emphasised in the implementation of this plan, especially in its integration into regional development strategies and action plans.
RG is responsible for coordinating sustainable growth in Gotland on behalf of the national
government. They have experience in working with different stakeholders, including regional and
local entities and some national stakeholders. Their expertise includes long-term energy transition
planning and initiatives related to broadband development in Gotland.
The main objective of the RG is to improve regional development on Gotland by strengthening multi- level governance cooperation. This involves creating effective governance structures that coordinate policies across sectors such as food, forestry, marine, waste and energy. RG aims to strengthen cooperation between agro-food and aquaculture clusters, promote the development of circular and bio-economy and increase their capacity to participate in national and EU programmes.
The key questions facing the Gotland region are
- How can they strengthen vertical coordination to align national and regional development
strategies and support investment projects?
- What methods and tools can they use to improve multi-level governance?
- How can they improve their capacity to participate in EU level initiatives and what should be
the focus of their regional development mandate in order to effectively add value?
In summary, RG's role in Gotland's regional development involves coordination, cooperation and
policy alignment across different sectors, with a focus on sustainable growth and participation in EU
programmes.

 As a JTPeer Expert I have participated in two workshops one in November and the other in December with the represenatives of Gotland Region in Sweden. A small island  that strives for its green transition in align with national and regional policies facing specific impediments that most of islands have to cope with,  compared to those at the mainland. The main focus has been on the Multi Level Governance and Stakeholder Engagement and how these two parametres influence the smooth green transition.

It has been of utmost importance the knowledge exchange and  the tailored approach that is needed for the region of Gotland taking into consideration diverse issues.

I would like to stress out that I consider that it has been the first time that the Just Transition Readiness Evaluation Tool has been launched and I am sure that it will be a useful tool for all stakeholders
